CABs can now optionally upload PDF copies of certificates on the JASANZ register. Doing so enables register users to validate more data about certificates.

Fixes

• Certificates that included an attached PDF would have the PDF removed when other data was updated on that same record.
  The PDF will now persist across updates to the certificate.

• Users creating or editing certificates through the UI in timezones at or greater than UTC+12 would see certificate dates change by a unit of 1 day when submitting the update.
  The entered date will now persist correctly.
